It is dated to February 2, 1941. Mssle was born on May 11, 1915 in Ludwigsburg. He worked in Kiel Wik (northern Germany) for the Sperrversuchskommando as a physicist. The Sperrversuchskommando was a subdivision of the Sperrwaffeninspektion. Sperrwaffen is the generic term for all naval mines. Presumably the Sperrversuchskommando tested new types of mines
